The organisation provides the response free of charge.

Intent

A charge falls hardest on the people with most reason to ask. The response is free, and a fee is allowed only in narrow cases.

How to test it

An assessor scores the criterion against a single response:

Score 2
The organisation provided the response without charging for it.
Score 1
The organisation charged for part of the response but not for the whole of it.
Score 0
The organisation charged the person for the response.

This criterion reflects Article 12(5) of the UK GDPR. That mapping is a guide, not a legal test: conformance is judged against the criterion, not the article.
